Wildcards are not going to be a solution to this problem. There's no way for bors to know what the full list of statuses actually are, since, under the hood, GitHub is probably creating each individual status in a separate transaction*.
What might work would be to tie this to the Check Suite, instead of tying it to the Check Run. GHA creates one suite, named Tests, for your pipeline, so we can safely assume that if the suite itself is marked as finished, then the entire pipeline probably succeeded. Bors doesn't implement Suite-based CI gating, unfortunately. It's definitely demanded.
* The public-facing Checks API, which Actions seem to be built upon, require a separate HTTP call to create each Run object in the database.

Rollup merge of #76758 - adamlesinski:clone_clock, r=tmandry [fuchsia] Propagate the userspace UTC clock On Fuchsia, spawning a subprocess does not automatically clone all of the parent process' capabilities. UTC time on Fuchsia is managed by a top-level userspace clock capability that is cloned and passed to subprocesses. This change ensures that any Rust subprocess gets access to the UTC clock, if the parent had access to it. This is critical for tests, which on Fuchsia, use panic=abort and spawn subprocesses per test.

kube-configis writing and then reading env vars in its test cases, and they're being interleaved -
strip-ansi-escapesseems like some weird issue around multiple rlibs
I haven't covered all of them yet, but so far, none of them are incontrovertibly caused by this change.
