For future reference, can you not combine bug fixes and refactors/UI improvements into the same PR? HH asked me to quickly review this code before it was deployed, but I can't easily see what changes are relevant to fixing the OOM errors.

Rename data tables from Battle[foo] to Dex[foo]
Why not just module.exports = ... instead exports.<name> = ...? Doesn't change what you name things on require(), and avoids backwards compatibility breaks of this kind in the future.
doing something about rulesets; probably rename Formats to Rulesets - it makes more sense that a format is a type of rule than that a rule is a type of format.
No opinion as long as this does not change UI, it's been a long process to get folks to standardize on "format" vs slang usage of "tier" vs "metagame" and we're still not really there yet

If you spoke to someone beforehand and they said not to use a parser then you don't have to change that for me; I'm not the maintainer of this bit of code. (It doesn't change my opinion, though)
If PS is currently vulnerable to exploit then that's something that should be raised privately with technical staff, not mentioned as an aside in a PR that needs further work before merge
