The Heroku-16 stack reached end of life on May 1st, 2021, and from June 1st, 2021, the ability to build will also be disabled. See: https://help.heroku.com/0S5P41DC/heroku-16-end-of-life-faq
As such after June 1st, Heroku-16 must be removed from the buildpack CI test matrix, so that CI on the repository continues to pass.

Prerequisites
Using version 0.99.99 This is the latest one published to the Gradle plugin repo.
When I tried 1.2.0 it said cannot find version. Even when I use plugin management config.

A problem was found with the configuration of task ':schemas:generateAvro' (type 'GenerateAvroJavaTask').
- Type 'com.commercehub.gradle.plugin.avro.GenerateAvroJavaTask' property 'outputDir' is missing an input or output annotation.
Reason: A property without annotation isn't considered during up-to-date checking.
Possible solutions:
1. Add an input or output annotation.
2. Mark it as @Internal.
