VOD-3792

Part of the upgrades needed in this ticket. Did them anyway as part of dockerizing vod.

Updated the vod-build Jenkins job to match these changes (use golang 1.16, use go modules): https://jenkins-build.ellationeng.cx-mgmt.com/view/video/job/vod-build/1201/console

@som-poddar the pipeline for proto0 and staging use the same vod-build jenkins job. I already changed that, and staging will build once I merge.

Once the new repo is ready, we can migrate this vod-build job to build the new tool. Thanks

@rmikhael , the changes look good, but you would want to change the 'build' job within the pipeline to make these changes go seamlessly.

In future, we might deprecate the repo in favor of https://github.com/crunchyroll/s3-sidecar/pull/2
