Node.js Foundation Modules Team Meeting 2019-10-23

I'll be listening, but I'm not in a location where I can speak.

As an update for #351, there hasn't been notable progress except for nodejs/node#29752 which placed loaders behind their own experimental flag, decoupling them from unflagging esm.

To figure out some next steps, I would like to organize an off-band meeting. The design doc is in a decent state, and at the very least the current loader system should be changed to allow multiple loader composition and disallow module instantiation, as these present major changes to loader designers.

Using --experimental-loader prints an experimental warning message, so having --loader as an undocumented alias seems reasonable to me. I'll make the change.

The check is failing because I use cli as a subsystem. I'll change that to src since node_options.cc is the most affected.

An alternative to this PR is to leave things unchanged and continue to use --experimental-modules to allow the use of --loader, even after ECMAScript modules are unflagged. This would reduce the number of different argument schemes a hypothetical script that wraps node would need to try, as discussed here: https://github.com/nodejs/modules/issues/351#issuecomment-535605423

Loader Hooks

Based on discussion in #386, to prevent blocking unflagging esm we should create a flag that enables the current (and future) experimental --loader feature.

I propose adding an --experimental-loaders flag that enables the use of the --loader option.

I also figure that --experimental-loaders shouldn't be required when --experimental-modules is set, thereby offsetting the need for a user to set --experimental-loaders until esm is unflagged. I'd appreciate thoughts on that.

I'll have a PR for this by Friday, given no objections.
