FHIR Implementation Guide describing clinical and patient data contained within a SMART Health Card

p9g/clinical_quality_language 0

Clinical Quality Language (CQL) is an HL7 specification for the expression of clinical knowledge that can be used within both the Clinical Decision Support (CDS) and Clinical Quality Measurement (CQM) domains. This repository contains complementary tooling in support of that specification.

FHIR-34239: Improve explanation for using Patient.name.*

Description: "Slight modification of Patient, with identifier as 0..0 and limite * name obeys vc-name-invariant * name ^short = "Official name (i.e., legal name) of patient" * name ^definition = "Official name (i.e., legal name) of the patient, corresponding to `official` in [this value set](https://www.hl7.org/fhir/valueset-name-use.html). Issuers SHALL provide a single `name` element UNLESS they believe providing multiple `name` elements is critical for verification of the credential. If providing only a single `name` element, Issuers SHALL NOT populate `name.use`, and Verifiers SHALL assume that the provided name is `official`."-* name ^comment = "Cardinality for this element is set to `1..*` rather than `1..1` as in rare cases there may be a valid rational for including multiple `name` elements. The Data Minimization version of this profile reflects the rarity of this by setting `name` to `1..1`."+* name ^comment = "Cardinality for this element is set to `1..*` rather than `1..1` as in rare cases there may be a valid rational for including multiple `name` elements (e.g., for a recent name change that is not yet reflected on a photo ID but will be soon). The Data Minimization version of this profile reflects the rarity of this by setting `name` to `1..1`.++Name parts are typically split between `name.family` and `name.given`. For example Marie Salomea Skłodowska Curie would be represented as `name.family=\"Curie\"`, and `name.given=[\"Marie\", \"Salomea\", \"Skłodowska\"]`.++If it is not clear how to split the parts of a person's name into `name.family` and `name.given`, or if a person has a single word for their name, implementers MAY use `name.text` instead (e.g., `name.text=\"Marie Salomea Skłodowska Curie\"`).++Issuers SHOULD make every effort to have the contents of `name` match what appears on the patient's government-issued photo ID.++Other implementers SHALL support display/processing of `name.family`/`name.given` AND `name.text`." * name.text ^short = "Use instead of `family` and `given` if the patient's name cannot be easily split these elements"

Implementers SHALL use at least one of the following code systems for identifyin Some additional information about the table above: * A **code system** defines a set of "codes" and their mappings onto specific meanings. For example, the [CVX code system][CVX] includes the code `207`, which is mapped to the meaning "COVID-19, mRNA, LNP-S, PF, 100 mcg/0.5 mL dose". Using a code system helps to ensure implementers represent a given concept in a consistent way that other implementers can understand.-* A **value set** defines a group of codes that can be used within a specific element. For example, we define a [value set of SNOMED-CT codes for vaccine products][VaccineTypeSNOMED] for use in the `vaccineCode` element. FHIR allows an element to be "bound" to a value set, meaning that the contents of that element must come from the value set (for a "[required binding][binding]") or should come form the value set (for a "[preferred binding][binding]").+* A **value set** defines a group of codes that can be used within a specific element. See https://raw.githubusercontent.com/HL7/fhir-shc-vaccination-ig/dev/input/includes/markdown-link-references.md perhaps [VaccineSNOMED] would work

Multi ticket typo fixes

The fix for FHIR-33598 does not work. See https://build.fhir.org/ig/HL7/fhir-shc-vaccination-ig/branches/multi-ticket-typo-fixes/vaccination.html This is related to https://github.com/HL7/fhir-shc-vaccination-ig/blob/master/examples/byCodeSystem/README.md that has a column for Value Set which has terms like VaccineTypeSNOMED which are not used in the IG.

code systems not in VSAC

Thanks. I think I didn't realize at the time that MAT allows copy and paste of value sets into CQL Editor and does not check that those value sets are in VSAC. For QDM, MAT does not allow pasting of valuesets (etc) into the CQL editor and as you stated on 27 Aug QDM in MAT only allows code systems to be provide in measures if they are in VSAC.

https://github.com/cqframework/CQL-Formatting-and-Usage-Wiki/blob/master/Source/Libraries/CumulativeMedicationDuration-1.0.000.cql#L9-L38

These 2 code systems, and the associated codes, are not in VSAC. I could not find the code systems using https://vsac.nlm.nih.gov/context/cs

Looking for them using FHIR also comes up empty curl -s -k -u apiKey:your-key-here https://cts.nlm.nih.gov/fhir/r4/CodeSystem?_format=json^&name=timing
curl -s -k -u apiKey:your-key-here https://cts.nlm.nih.gov/fhir/r4/CodeSystem?_format=json^&name:contains=timing

Therefore, these codes cannot be added when creating this library in MAT (for QDM); apparently MAT does not verify with VSAC that those code systems exist since a FHIR version is in MAT.

http://tx.fhir.org/r4/CodeSystem?_format=json&name:contains=timing finds 4 code systems including both urn:oid:2.16.840.1.113883.4.642.4.76 and urn:oid:2.16.840.1.113883.5.139 (with 2 versions of ..5.139)

https://r4.ontoserver.csiro.au/fhir/CodeSystem?_format=json&name:contains=timing finds them

Note that https://github.com/cqframework/CQL-Formatting-and-Usage-Wiki/commit/e534abea12b68bc690a6ed75e9a24bf88387f2d1 deleted the 1.0.000 (QDM 5.6) library linked in my original issue above. This comment was about the QDM verison of CMD; QDM measures in MAT must pull value sets from VSAC, so it was an issue if those value sets were used.
https://github.com/cqframework/CQL-Formatting-and-Usage-Wiki/commit/09ad8eae31981b5bec1b04172e407e0de6486961 added v 0.1.000 of CMD which uses Direct Referenced Codes (DRC) instead of those value sets. https://github.com/cqframework/CQL-Formatting-and-Usage-Wiki/blob/master/Source/Cooking%20With%20CQL/57/CumulativeMedicationDuration-0.3.000.cql is newer. I did not intend this issue to be about FHIR measures and where to find value sets; I probably shoudl have mentioned QDM in the title.

https://jira.hl7.org/browse/FHIR-33380 and https://jira.hl7.org/browse/FHIR-33381 Both are from Keith Salzman 33380 is about spelling out acronyms like SHC and SHCPatientUnitedStatesDM Spelled out SHC early. Added bullets to spell out AD and DM and say a little more about the parent-child relationships and constraints.

Changed SHCPatientUnitedStatesDM to SHCPatientUnitedStatesAD in the 4th item in 1.5 which starts "Cardinality constraints are applied to specific data elements in Allowable Data profiles ...", so I think AD makes more sense rather than DM.

33381 is more focused: FDA and EUA.
