[Docs RFC] add subsection for renaming a service name

Describe change in content, appearance, or functionality

With the new simplified service creation flow there's no opportunity to name the service you create, instead each service is given a generated name in the format db-NNNN. While the advanced service creation view allows for naming a service we'll shortly be removing this option once we've finalized a new simplified system for renaming services which will work for services created through either flow.

This has yet to be implemented on the front end but here are screenshots of the mockups which will likely be very close to the final version.

[Docs RFC] Describe an OOM (out of memory) server process killed

User instances on Forge run in containers that have a user configured memory limit. When users run intensive queries, their memory use could exceed the limit. In Linux and k8s, containers that exceed their memory limit trigger the OOM killer. In our case, the OOM killer kills postgres processes via SIGKILL until memory use is below set limits.

We are rolling out a feature to prevent service disruption which saves the parent process from being killed and only kills the offending query in a subprocess. This means the query (which was too intense) will not run but the postgres service as a whole will continue to do its job otherwise.

For example, running the following statement and query will get a postgres instance killed because it was told it has 100GB to work with but the container is actually limited to less than that and so it balloons beyond its means and is shutdown.

select * 
from pg_class a, pg_class b, pg_class c, pg_class d, pg_class e 
order by random();

A user will see the following in their logs:

  1. DETAIL: Failed process was running: query
  2. LOG: server process (PID NNN) was terminated by signal 9: Killed

We should have a docs page that describes this type of error in the logs and gives the users options to remedy the situation. If users are seeing these log messages they either need to adapt their queries which are causing the OOM or increase the amount of RAM in their AN (access node) to a larger size that supports these complex queries.
