Add GitHub stars subscription gifAlert on new stars

Tested with the lense of any user can stumble into this repo and fork this repo and have a bot. With that in mind, need an OneGraph APP_ID and ENV var to pass that too since not every user will be able to use the same APP_ID.

My thought

  1. instead of merging this live to gh-pages, it should go to a new branch, possibly called even keep it on main.
  2. Add a Deploy to Netlify button that points to the MAIN branch and haves the user create an OneGraph account to provide their APP_ID. This will provide the best experience and the only confusion would be what is OneGraph? Which we can remedy by adding OneGraph context to the README.
  3. Finally, the last thing is the need to include a login to connect to the bot. This is a hard stop because OBS presents a browser source plugin that is view only with no ability to interact with the authentication modal.

Bump eslint from 3.12.2 to 4.18.2 dependencies

⚠️ Dependabot is rebasing this PR ⚠️

If you make any changes to it yourself then they will take precedence over the rebase.

Fully automate the photo wall

At the moment I am using an action to print the markdown for developers into the logs and copy and pasting that into markdown.

Make it better

  • [x] Move the array of developers out of update-photos.rb and into its own file
  • [x] Have the action print the new photos to a file or directly in the readme through automation.
  • [x] Update the CONTRIBUTING.md to reflect the above changes.
