Prevent push by tag for sub-manifests When pushing a manifest list, all manifests should be pushed by digest and only the final manifest pushed by tag. The Pusher was preventing this by mistakenly disallowing objects to contain a digest. When objects have a digest, only push tags associated with that digest. Enable DNS Lookups for CIFS Volumes This comes from an old suggestion (https://github.com/docker/cli/issues/706#issuecomment-371157691) on an issue we were having and has since popped up again. For NFS volumes, Docker will do an IP lookup on the volume name. This is not done for CIFS volumes, which forces you to add the volume via IP address instead. Fix TestSwarmClusterRotateUnlockKey TestSwarmClusterRotateUnlockKey had been identified as a flaky test. It turns out that the test code was wrong: where we should have been checking the string output of a command, we were instead checking the value of the error. Improvements to the test runners 1. Use `go list` to get list of integration dirs to build. This means we do not need to have a valid `.go` in every subdirectory and also filters out other dirs like "bundles" which may have been created. 2. Add option to specify custom flags for integration and integration-cli. This is needed so both suites can be run AND set custom flags... since the cli suite does not support standard go flags. 3. Setting registry flags via reg.exe fails in Server Core containers

In my understanding, registry virtualization was always a part of UAC which is not available on server core. Most of the public documentation recommends reducing dependency on RV for the recent OS.
